It’s pre-installed on phones (accessibility> sound notifications).
The purpose is to get notified on things like smoke alarms going off etc when you are hearing impaired.

Wow you are right. I had no idea you were allowed to keep such pets legally, that is crazy.

I always liked stackoverflows approach where down voting something would cost 2 of your own points. Of course, points on stack overflow are more ‘valuable’ as they unlock additional rights on the site like editing others posts without review etc.
