I currently don’t see any state that would wish to cripple the internet. That would hurt indiscriminately.
Perhaps in the future, before a planned attack, to sow chaos. So China or Russia perhaps.
Perhaps North Korea, but I don’t think they have the power or knowledge to do something like that and China would get mad.

If a rouge state manages to take down any of these for a more then trivial amount of time, we would suffer enormous amount of financial damage

There is next to no evidence of Jesus Christ unless you count Christian sources, which have a bit of a bias.
The Romans for example were big on book keeping, yet no mention of Jesus can be found.
The existence of Jesus is possible, but far from certain - of course that’s something Christians don’t like to hear and the Christian church actively fights.

And don’t forget how one bakery could pay their employees only the bare minimum, cut corners where they can and use the profit to undercut the ‘good’ bakery until the ‘good’ bakery goes bankrupt and the ‘bad’ bakery can simply be a local monopoly and raise prices as they like.
It might be that bad. Most ‘damage’ (as publishers see it) comes from distribution, not the download itself. Depending on how they acquired the books, it might be not be much of a problem.
